The Policy Advisory Committee (PAC) consists of statewide energy efficiency stakeholders who advise on the organization's vision, mission, guiding principles, and affirm the annual Business Plan. PAC members do not participate in the review of technical documents and savings estimates. 

The PAC is representative of the broad coalition of stakeholders invested in the Cal TF: environmental advocates, public and private utilities, local government, regulators, ratepayer advocates, and industry. Each member is responsible for voicing the concerns of his or her constituency and has committed to working collaboratively with the rest of the group to forge consensus decisions that will benefit the entire state of California. 

The PAC is not a governance board. However, the PAC helps to identify technical challenges facing California's integrated demand side management, and monitors the successful resolution of these issues so that California can achieve important federal and state policy objectives. Cal TF funders ultimately determine what work is performed by the Cal TF and oversee administrative details associated with funding the Cal TF.
